India’s Social Welfare Schemes are supporting the Impoverished Ones

To provide social security to disadvantaged and underprivileged citizens, the State & Central Governments have initiated a number of social welfare schemes. However, it has been observed that information regarding all these schemes is inadequate among the populations who are expected to receive benefits from these schemes. The variety of factors like inadequate mechanisms for publicizing, lack of a single-window approach to these schemes, etc. However, along with a lack of exposure, low literacy levels are also one of the main reasons that inhibit smooth access to government welfare schemes.

Therefore the Hindrise Foundation has taken the initiative to support all government social welfare schemes of the government and make people aware of these schemes on a large scale. Some of the social welfare schemes are discussed below, which are started by the government for the betterment of society.

Atmanirbhar Bharat Abhiyan

Atmanirbhar Bharat Abhiyan

Atmanirbhar Bharat Abhiyan is also a crucial segment of the social welfare scheme. The scheme of Atmanirbhar Bharat Abhiyan (self-reliant India) was announced by the Union Finance Minister Nirmala Sitharaman this year in May 2020. It was the economic stimulus relief package announced by the government worth Rs.20 Lakh crores. It has included the already announced Rs 1.70 lakh crore relief package of the PMGKY for the poor to overcome difficulties caused during the coronavirus pandemic and the lockdown imposed to check its spread.

  • The 20 lakh crore worth package is almost 10% of the GDP of the country.

  • The package also included measures and benefits to MSME, cottage industries, middle class, migrants, industry, etc.
  • Several reforms were announced to make India a self-reliant economy and mitigate negative effects in the future. Some of the reforms were:

Skill India Mission

The Ministry of Skill Development & Entrepreneurship was set up to drive the ‘Skill India’ agenda in a ‘Mission Mode’ in order to converge the existing skill training initiatives and combine scale and quality of skilling efforts with speed. Under the National Skill Development Program, the Ministry of Skill Development & Entrepreneurship is responsible for the Skill India initiative.

The important initiatives are:

  • National Policy for Skill Development & Entrepreneurship
  • Skill Loan Scheme

This mission was launched for creating convergence across various sectors and States in terms of activities related to skill development training. Along with consolidating & coordinating skilling efforts, the mission expedites decision making across sectors to achieve quality skilling on a large scale.

Objectives of National Skill Development Mission

  • Implementing the National Skills Qualifications Framework will allow long-term opportunities and short-term training, lead to productive employment and career improvement.
  • Using a framework to maintain the balance between industry and employer demand and lead the workforce to a sustainable livelihood because of determined training.
  • Providing facilities for re-skilling and up-skilling to the workforce of the unorganized sectors of the industry.
  • It ensures high-quality training standards through high-quality teaching and benchmarked institutions according to national and international standards, resulting in a highly-skilled workforce and global job opportunities.
  • It supports the weaker and disadvantaged people of society through focused outreach programs and targeted skill development activities.
  • It enables pathways for transitioning between a vocational training system and the formal educational system by a credit transfer system.
  • It maintains a national database, known as the Labour Market Information System (LMIS), which will act as a portal for matching the country’s demand and supply of skilled workforce.
  • On the other, it will also serve as a platform for monitoring the performance of existing skill development programs running in every Indian state.

Swachh Bharat Abhiyan/Mission

Swachh Bharat Abhiyan is the most popular and significant social welfare scheme by the government. The campaign was introduced and launched by the PM, Narendra Modi, on 2nd October 2014 to honour Mahatma Gandhi’s vision of a clean country. The Swachh Bharat Abhiyan’s main objective is to spread the awareness of cleanliness and its importance. Swachh Bharat Abhiyan’s motive is to provide basic sanitation facilities such as toilets facility, solid and liquid waste disposal systems, village cleanliness, and safe and adequate drinking water supply to every person.

The plan in support of the Swachh Bharat Abhiyan is launched by the Ministry of Drinking Water and Sanitation. The major change to be implemented is in making an Open Defecation Free (ODF) India.

  • Increase in the construction of toilets
  • Launch of a National Level/State Level Media campaign through audio-visual, mobile telephony, and local programs to communicate the message of awareness.
  • Involvement of school children in the activities for spreading awareness on Water, Sanitation, and Hygiene.

Sukanya Samriddhi Scheme: Beti Bachao Beti Padhao Campaign

Sukanya Samriddhi Scheme is a small saving scheme by the Government of India to benefit any girl child. The social welfare scheme focuses on encouraging the parents of a female child to build a fund for their future education and marriage expenses, which is known as Sukanya Samriddhi Account. PM Narendra Modi launched this scheme as a part of the Beti Bachao, Beti Padhao campaign. It was launched on 22nd January 2015.

The Sukanya Samriddhi Scheme gives an interest rate of 8.4% and tax benefits to every account opened under this scheme. The Sukanya Samriddhi Account should be opened at the Post office or branch of authorized commercial banks in the country.

What is the Objective of this Campaign?

Beti Bachao Beti Padhao Yojana is the campaign by the Government of India that was established to generate awareness and improve the efficiency of the welfare services for a female child in India. This social welfare scheme was launched by PM Modi, which is run jointly by the Ministry of Women and Child Development, the Ministry of Health and Family Welfare, and the Ministry of Human Resource Development. The Beti Bachao, Beti Padhao campaign is a national initiative jointly that aims to address the declining child sex ratio image (CSR). Initially, the scheme was launched with funding of ₹100 crores, and it has targeted mainly Uttar Pradesh, Haryana, Uttarakhand, Punjab, and Bihar.

The National Executive Committee has been formed to promote Beti Bachao Beti Padhao across the country. The National Executive Committee is responsible for organizing several programs to promote “Save Girl Child” and “Educate Girl Child” since January 2015.

Strategies Made by the Beti Bachao, Beti Padhao Yojana

  • It promotes education and creates equal value for a girl child by proper implementation of a sustained social mobilization and communication campaign.
  • It focuses on and improves the issues of declination in CSR/SRB in public discourse, which would be an indicator of good governance.
  • It is to focus on gender critical districts and cities low on CSR for intensive & integrated action and engaging with communities to challenge gender stereotypes and social norms.
  • It is to adopt innovative interventions by the districts as per their local needs, context, and sensibilities.
  • It is to ensure the services of various schemes & programs that are sufficiently responsive to gender and children’s rights issues.

How can one open a Sukanya Samriddhi Account?

Sukanya Samriddhi Account should be opened by the girl child’s legal guardians starting from her birth until she attains 18 years, and there can be only one account per child. The minimum amount for opening the account under the scheme is Rs.250, and later, any amount in multiples of 100 can be deposited. Amounts can be deposited 15 years in the Sukanya Samriddhi account, which can remain operative for 21 years from the date of opening the account. Sukanya Samriddhi Yojana is the most high-paying investment options in the fixed income segment. The girl’s childbirth certificate, along with other ID proofs, should be submitted to the bank while opening the account.

Shramev Jayate Yojana

PM Modi launched Shramev Jayate Yojana as the Pandit Deendayal Upadhyay Shramev Jayate Karyakram was launched in October 2014. The social welfare scheme was an initiative for the development of industries. It also aimed to expand the government support for imparting skill training to the workers.

The Initiatives by the Shramev Jayate Yojana

Shramev Jayate Yojana also supported the ‘Make in India’ campaign to encourage the manufacturing sector. The Government took several initiatives under the Shramev Jayate Yojana. The five major initiatives of the Yojana are discussed below:

  • Shram Suvidha Portal
  • Labour Inspection Scheme
  • Universal Account Number: The UAN has been allotted to all workers. The UAN is linked with the bank account, Aadhar card, and other KYC details for their unique identification.
  • Apprentice Protsahan Yojana: The scheme was launched to support the manufacturing units through reimbursement of 50% of the stipend paid to the apprentices during their first 2 years of training.
  • Revamped Rashtriya Swasthya Bima Yojana: It aimed to provide a Smart Card facility to the unorganized sector workers.

PM Cares Fund: Prime Minister Citizen Assistance and Relief in Emergency Situation Fund

PM CARES Fund – Under a chairmanship of PM Modi, the PM CARES, i.e., the Prime Minister’s Citizen Assistance and Relief in Emergency Situation Fund was created on 28th March 2020. The main objective of the PM care fund is to deal with forthcoming emergencies or distress situations. This PM care fund is helpful during the lockdown in providing food supply and maintaining the basic livelihood during the pandemic. We, the members of Hindrise have also contributed to the PM care fund for this noble cause.

Objectives of PM CARES Fund

  • To provide relief in emergent situations of COVID-19, a public charitable trust under the name of PM CARES Fund has been set up. The PM CARES a dedicated national fund created to combat dreadful contingencies like the COVID-19 pandemic in India.
  • To undertake and support relief or assistance of any kind relating to a public health emergency or any other kind of emergency, calamity or distress, either man-made or natural, including the creation or upkeep of healthcare or pharmaceutical facilities, other necessary infrastructure, funding relevant research or any other type of support.
  • To render financial assistance, provide grants of money payments, or take such other steps as may be deemed necessary by the Board of Trustees to the affected population.

How has Hindrise Taken Initiatives for Social Welfare Schemes?

We as an organization is providing financial aid, business ideas, skilled programs for vendors, street hawkers, labourers, migrants, etc. and also assist them in availing the benefits of the Aatmnirbhar Bharat scheme such as loan at affordable rates which might help them in initiating and bringing forth their ideas of commencing any work, hence securing for themselves at least basic needs in this critical hour. Our aid and support are limited to creating and securing employment for the needy entrepreneurs and providing them with the road map in the form of the mentorship program, skilled training and vocational classes, workshops, and organizing seminars and conferences.


India’s rapid economic growth is accompanied by economic inequality, poverty, and a range of social issues; thus, the government is launching social welfare schemes that benefit the public. India’s social welfare scheme is proven to be beneficial, especially to underprivileged people, small scale business owners, and empowered women in India.

The PM has taken various initiatives in order to uplift the economically and socially backward people of society. The social welfare schemes are made to eradicate poverty and unemployment. It is helping in spreading education, health benefits, and skill development programs.
